General Court: European Commission was right to refuse to take the action requested for 'Minority SafePack'

The General Court confirms the Commission communication refusing to take the action requested in the European citizens’ initiative ‘Minority SafePack - one million signatures for diversity in Europe’ The action already taken by the European Union to emphasise the importance of regional or minority languages and to promote cultural and linguistic diversity is "sufficient to achieve the objectives of that initiative". FUEN President and Member of the European Parliament Loránt Vincze is surprised. "[This] is not consequent with its earlier decisions on this matter. (...) For now, we are waiting for the detailed reasoning of the Court, which we will analyse together with our lawyers, the Federal Union of European Nationalities (FUEN) and the Citizens’ Committee to decide what steps to follow. Appealing the judgment is a strong possibility at this point."

Full digital language equality in multilingual Europe

The Scientific Foresight Unit (STOA) held a workshop on the research and development environment of language technologies in the context of EU multilingualism. The first results of the EU-funded project European Language Equality (ELE) were discussed, as well as the aim to achieve full digital language equality in Europe by 2030.

Sami and Norwegian text on all TINE's milk cartons

Milk cartons in the northern Norwegian province of Troms og Finnmark now also get Sami texts. "Eventually, we will see if we will introduce bilingual milk cartons in other parts of the country as well", said the dairy CEO. With this, Sami becomes part of everyday life, thinks Sami Parliament President Silje Karine Muotka.

Welsh as a way of working: Assurance Report 2021-22

The Welsh Language Commissioner has published a new assurance report and it contains a mixed picture with regards to the provision of Welsh language services. The main findings include 32% saying that the opportunities to use the Welsh language in their everyday lives have increased, 84% of organisations' websites are now available in Welsh. But, in contrast, 10% of the Welsh speakers choose not to use the Welsh language. The research shows that more people would be likely to use the Welsh language if organisations improved the way they delivered and ensured Welsh language services.

Oldest Basque script dating back to the 1st century

The researchers of the Aranzadi science association have discovered an inscription on the bronze 'hand of Irulegi'. It has a four-line inscription and the first word is directly related to today's Basque: 'sorioneku'. ECMRL celebrates its 30th anniversary

On 5 November 1992, 11 member states of the Council of Europe signed the European Charter for Regional or Minority Languages. This unique convention applies to about 80 regional or minority languages and promotes their active use in education, justice, administration, media, culture, economic and social life and cross-border cooperation.

Global Citizenship and Multilingual Competences

Learning materials for secondary school pupils have recently been uploaded on the website of the Global Citizenship and Multilingual Competences project (GCMC), funded by Erasmus+. These teaching units are part of the toolkit that offers ready-to-use materials on a variety of topics related to global citizenship and multilingualism, like sustainability, visual literacy, linguistic diversity and critical reading.

Call for academic articles in standard Occitan

The Institut d’Estudis Aranesi – Acadèmia Aranesa dera Lengua Occitana will hold a public reflection on the standard of the Occitan language and issues a call for academic papers on its generic conception, function and role. All accepted articles will be published, and will be the subject of work, discussion and reflection at a conference. Accepted articles will receive a compensation of €250.

Re-voicing Cultural Landscapes:

intangible cultural heritage of Fryslân, Cornwall and Livonia

Re-voicing Cultural Landscapes is a collaboration between the universities of Groningen, Falmouth, and Tartu. Mercator/ Fryske Akademy is associated partner. The aim of the project is to research the intangible cultural heritage of local minority language areas Fryslân (Netherlands), Cornwall (UK) and Livonia (Estonia/Latvia), through live cultural events such as theatre, festivals, and ancestry gatherings. These events serve as a lens through which we observe how minority cultural heritage is engaged with by individuals and organisations, the way languages and communities function, and what dynamics are at play during and outside the events. The central question regards the ‘interplay between minority and majority perspectives’, and how identity and insider-outsider dynamics affect these live cultural events.

Cross linguistic acquisition of inflectional morphology

 

Professor Ben Ambridge (University of Manchester): "We’re looking for collaborators for a grant application investigating children’s acquisition of inflectional morphology, using judgment and production methods. We have already identified potential collaborators for around 100 languages (see map), but in the interests of maximizing typological diversity, we would still be interested in adding more. Note that, in order to be suitable, the language must have rich verb person/number and/or noun case marking. Given the size of the project, we cannot pay a salary for each language. Rather, we are looking to recruit an already-employed collaborator for each language (e.g., lecturer, researcher, postdoc, PhD student). The grant (if funded) would pay €10,000,- towards testing and traveling expenses."
